Anand Raj

Anand Raj is a Partner at Shearn Delamore & Co., serving as Head of the Tax, Trade & Customs Department and Co-Head of the Competition Law & Antitrust Practice. He specialises in Tax Law, with a strong emphasis on tax disputes, litigation, and advisory work, including income tax, real property gains tax, customs duties, and indirect taxes.

Anand has acted as lead counsel in numerous landmark tax cases before the Superior Courts. He successfully represented Kind Action (M) Sdn Bhd in a landmark Federal Court judicial review on double taxation, where the Court also held that estoppel applies against public bodies—named the Asia-Pacific APAC Impact Case 2025 by the International Tax Review. He acted for the Malaysian Bar in a landmark case affirming the absolute nature of legal professional privilege against Revenue audits. He also represented Aspac Lubricants (formerly Castrol) in a Court of Appeal decision clarifying tax deductibility of promotional expenses, acted for Shell Refining Company on feasibility study deductibility, and successfully handled judicial review proceedings for Wincor Nixdorf on remission of import duties and sales tax. In competition law, he handled Malaysia's first successful merger control notification for Korean Airlines (approved by MAVCOM) and advises multinational corporations across financial services, telecommunications, pharmaceuticals, aviation, and logistics on antitrust compliance and investigations.

Anand holds an LL.B (Hons) from the University of London and a Certificate in Legal Practice. He was admitted as an Advocate & Solicitor of the High Court of Malaya in 1996.

He is widely recognised as a leading practitioner: Chambers Asia-Pacific ranks him Band 1 in both Tax and Competition/Antitrust (2011–2025); The Legal 500 Asia-Pacific lists him in the "Hall of Fame" for Tax (2025) and as a Leading Individual; International Tax Review named him Asia Tax Disputes and Litigation Practice Leader of the Year (2017); and Who's Who Legal, Asialaw, and Lexology consistently recognise him as an Elite Practitioner and Global Leader.
