Allen Choong

Allen Choong is a Partner at Rahmat Lim & Partners, specializing in Dispute Resolution. He practices in international commercial arbitration, energy, engineering and infrastructure work, with extensive experience across commercial, shareholders, and investment disputes. He is among the inaugural batch of practitioners recognised as Accredited Specialists in Building and Construction Law by the Singapore Academy of Law.

Allen advises sponsors and developers on project documentation for infrastructure, engineering, energy, and renewables projects, and advises on environmental and pollution control laws. In dispute resolution, he represents investors, developers, and contractors in international arbitrations over complex commercial, shareholders, company law, energy, engineering, and infrastructure disputes, and has acted in arbitration‑related litigation before the courts in Singapore and Malaysia. Notable matters include representing entities of a government‑linked private equity fund in AIAC international arbitrations arising from a US$100 million investment in a semiconductor wafer manufacturing foundry; representing an investment holding company in an SIAC arbitration involving claims and counterclaims in excess of US$300 million; and representing a major regional property developer in an SIAC arbitration concerning a US$140 million contract for a mixed‑use complex in Vietnam.

Allen holds an LL.B. (Hons) from the National University of Singapore and a Diploma in International Arbitration from the Chartered Institute of Arbitrators. He was admitted to the Singapore Bar in 1999, the Roll of Solicitors of England and Wales (non‑practising) in 2001, and the Malaysian Bar in 2008. He is a Fellow of the Chartered Institute of Arbitrators and sits on the panels of arbitrators of the SIAC, AAA‑ICDR, AIAC, KCAB International, and other leading institutions. He is also on the panel of Specialist Mediators of the Singapore International Mediation Centre.

Allen has been recognised as one of Asia's Super 50 Disputes Lawyers by Asian Legal Business, ranked in Arbitration and Construction by Lexology Index, and recognised by Benchmark Litigation and The Legal 500 Asia Pacific. He is also a partner in Rahmat Lim & Partners' associate firm in Singapore.
